The winner has already been chosen, but has yet to be announced

Today may reveal who the winner of the $40 billion contract
for the Airforce’s new jet-refueling tanker. Northrop Grumman Corp with EADS and their Mobile airbus plant are
competing against Boeing Co. to win this contract that will keep them busy for
10 to 15 years in producing new refueling aircrafts. Although the Air Force has already picked its
‘winner,’ the announcement has yet to come to the public’s eye; the Pentagon’s
acquisition chief, John Young, will need to sign off on the strategy for the
tanker program before the decision will be announced.
